My moniter is more than 3/4 times high as it is wide (about 13.25" x 10.75"), so DOSBox gives me letterbox mode with black bars on top and bottom. Changing the resolution settings doesn't help. Is there any way to fix this?

Wait a second, I thought "aspect=true" was meant to preserve a game's original aspect ratio (so that 320x200 games are rendered as 4:3 instead of 16:10)?
Anyway, if your monitor has an aspect ratio setting, turn it off and play the game full screen at a normal (i.e. 640x480, etc) resolution. Or you can probably turn on GPU scaling (without aspect ratio) in your GPU drivers.
I've found that using scalers sometimes helps this (see the [render] section in the cfg).
Got mine set to 'scaler=normal3x forced'.
