Ok, that's a terrible pun but also quite apt in this case. Check it out:

That is not the sound of a working game. What's going on here?

B.A.D and its setup program mess with the time stamp on the _SETTING.LDC file, and the game appears to intentionally distort sound when the stamp is not 08:02:00 AM. Maybe this is a subtle anti-tamper mechanism, but in any case it's problematic because DOSBox ignores attempts to change time stamps.

There are several ways to work around the problem: a "touch" utility outside DOSbox to manually change the time stamp, ykhwong's build (supports changing time stamps on the host), booting real DOS, and for convenience I've attached a fix program that you can put in the game folder and run instead of the game executable.

Once the distorted sound problem is dealt with, scratchy sound seems to be reduced or eliminated by configuring a lower frequency in the setup program.

would the old Dos Norton Utilies: FileDate - FD.EXE helps in this case?

It will be unable to change time stamps from within DOSBox for the same reason the game is unable to, but it should work in the Windows command shell.
