Yep, that is disappointing, but not really all that surprising. The games the Ouya is targeting is mostly retro and casual. Nobody really expected to play current generation titles on it.
hhhmmm initial reviews saying it's that great how ever initial reviewers got the initial beta/alpha version of the console. I don't think that the power/chip will change with the finale version. it's kind of like the Wii U all over again. Where as the wii being underpowered still did and does great. and is still selling well.

I wonder how it would be for running vintage games under the Android port of DOSBox....
A score of 3950 in the latest version of 3DMark would be more than enough to run games from the DX5-8 eras.

Not if I don't have space for it in my living room.
I would expect on a 1.7Ghz Arm, that DOSbox would perform poorly. You could probably run older 286 and earlier titles, but nothing that needs a 386 or higher.
Since most old PC games usually use a mouse and keyboard, playing them on a TV does not appeal to me. Maybe joystick compatible platformers like Commander Keen would play well enough on your TV.
What I want to know is its 3DMark 2001 score, Final Reality score, topbench, speedsys, etc...
I said before the ouya kickstarer even ended that it's a early 2012 phone as a 2013 console.. so the backslash isn't all that surprising. =)
On the other hand, it's - so far - a homogenious platform for games, so.. it's a bit different from phones.
I wouldn't stare at the performance all that much, but instead concentrate on the quality issues =)

Well yeah, seeing as it's not a 4th generation processor. I'm pretty sure there's a UAE for every modern architecture.

I ran TES: Arena quite smoothly on old Dosbox on a 1 Ghz Celeron and that is a game that needs 486 at least for smooth play.
