Has to be usb that's on the motherboard, not from a pci addon card, correct? And I'm guessing your solution doesn't cover mouse?

i remember having a working USB mouse on win98SE, but if reboot to safe mode the mouse wont works.

Correct on both counts, although there are some boards that have mouse support (an actual cursor) in the BIOS.

Many of the PS/2/USB mouses released in the early 2000's came with drivers that worked on Windows 98SE/2000. Some may have had drivers that worked on 95 and original 98 too (might have to check older versions of Logitech Mouseware...). In Safe mode the driver probably won't load (but keyboard control in 95/98/98SE isn't totally godawful...).
