I've been given a 5 1/4" floppy. There is one file named MEMBERS.DB that is 44 kb in size.
What are some programs that might have created it?
Is there a modern method for viewing its contents?

I think DBase files were .dbf, but don't count on that as it could be related to version number, etc.
The date of the .db file might help in establishing a time frame. Of course you can look for text inside the file itself or try opening it with something like Libre office db application in case it's a popular/common format.
The year on the file is 19991.
The DB extension is/was often associated with Paradox database files. If the file also has '0x00' at offset 2 / '0x08' at offset 3/ '0x02' at offset 4 it is very likely a non-indexed paradox DB data file (indexed has '0x00' at offset 4). There are many tools to view/edit Paradox files.
