No one made one because it's hard and there's a lack of interest.
I didn't mention that because I thought it was fairly obvious and it isn't what OP asked about.
Well, from one side I understand this situation. But still, community have made plenty of game-specific fixed and didn't fix this general bug fixing which will help lots of games cause many of them use cd-audio...

Patch Quake2.dll.
Looping works with DxWnd ("Virtual CD audio") in Heretic II. 😀

I can't help you with that, I'll just say that _inmm definitely works with Heretic II, so there's something on your computer conflicting.
Okay, ripping in WAV solved the issue.
