I am using PCSX2 to play my disk PS2 collection, but I've got a few questions.

I get skips in gameplay cutscenes, all the time basically. Is this due to running my games off the disk and should I just make ISOs of my PS2 DVD/CDs? I would have thought the rest of my system was powerful enough - it's a i7 860 @ 3.6GHz, 12GB RAM, AMD R 570 and an SSD.

When I am rendering the game, I've set the GS Plug-In to render at 1280 * 1024, but it looks much lower when I run in full screen, and in a window it says the window's resolution (800 * 600, ish). Have I got these settings wrong?

Your CPU probably isn't cutting it when it comes to performance.

I was immediately highly offended by your comment, my CPU can run 2019 games (not really bought any in 2020!) just fine like Division 2, Red Dead 2, how can it not handle PS2 emulation!? Minimum specs are for 1,600 Single Core performance on PassMark, which is in the range of things like a Celeron G3920 2.9GHz!?

I scored 1,585. Huh.

Having said that, running from an ISO has fixed the issue, so I'm going to go back to being highly offended. Pfft.

Yeah sorry to be the bearer of bad news hahahaha. It is unfortunate, but emulation can be very demanding, especially on the CPU and especially with single threaded workloads. Haven't messed around with PCSX2 very much since I have my PS2 and CRT TV still, but from what I know they are making great strides both in performance, but more importantly in accuracy. Your CPU is 10 years old. It sure kicked ass back then, but, 10 years are 10 years and it shows, I had to convince a colleague of the same thing just a couple of weeks ago, he was running the same CPU.

I tried playing Soul Reaver 2 on PCSX2 some months ago on an i5 3450, performance just wasn't there for 60fps unfortunately, no matter what I tried. That Ryzen 3700X in your signature will definitely be one of the best CPUs to try PCSX2 on, single thread performance is top and the clock speed is also pretty high.

Running PC games != running emulated games, from emulation (generic, not only pcsx2) viewpoint your CPU is weak, just as my 4690k is weak too

Running PCSX2 on my i3 system (see sig) specifically with ESPN NFL 2K5 and though it looks fantastic it's slow but smooth
meaning it's not really stuttering. Fixing to build a new system so we'll see if it that solves the issue.

Well, the performance always depends on the game you are running under PCSX2. Some games are actually running better in software mode (Champions of Norrath for example if I remember correctly).

An i7 860 is quite old and the single core performance quite bad by today's standard. In Cinebench R20 Single Core a 3.5Ghz i7 860 got 215 points, while my 15W mobile Ryzen Renoir gets 488, actually beating my 4.4Ghz i5 4690k (418 points). It's somehow sad to see, that my main gaming PC is beaten (or murdered in multicore) by a low power laptop in CPU performance.

I have PCSX2 running on a HP T730 Thin Client, AMD RX-427BB, 2.7-3.6Ghz 8Gb ram, GTX660 egpu, running 50 Fsp for PAL and 60Fps on NTSC on standard settings running of ISO's on "fast" setting

was a joke when it was throttling back due to over heating, now no problems.. may be game dependent, not noticed cut sceens yet..

manly used for outlaw golf 2 and Kingdom of hearts

I Like Charity Shops, they're like steam and GOG but cheaper.
