Some more things you could consider including in an ultimate build:
Central Point PC Tools for Windows
Norton Desktop for Windows
XTree for Windows
Edit: I forgot, Norton Utilities 8 for DOS has some Windows support (Speed Disk and Disk Doctor I think the README said).
At least the first two of those provide a desktop replacement, but should provide some other useful tools too. Perhaps you only need one of those.
Also Pacific Air War Gold had a Windows interface for viewing videos and things like that. I think Fleet Defender Gold did too. I don't think either game actually ran under Windows though.
please consider uploading an os image when done so we can experience it if possible i mean it seems exciting all the tools be great on vm as well i bet.
