Scouring service manuals for designs (poosibly starting with genlock capable devices or maybe timebase correctors) using a potentially compatible part might yield a list of potential donor hardware which might be available relatively cheaply.

I realize that this would be lots of work for a long shot

its the VCO IN that is more interesting and might be the main problem when substituting this part. Put a scope on that and see if its fluctuating at all, and at what range its operating.

The VCO in pin hovers +/-.2 v around .8v
