From AMD side you probably want at least Athlon 64 Windsor (AM2) for CMPXCHG16B, but in practice Brisbane (AM2) to have PREFETCHW as well. They are also dual cores so not too bad for Windows 8.

PrefetchW is supported by Windsor (otherwise, Windows 10 x64 wouldn't work on them) :
