If said user put a mount-command in the autoexec-section, then a drive other than Z: would exist, and no auto-mount would occur.
The only time a problem would arrive is when DOSBox is launched with no manual mounts, and the user wants to manually mount C from the prompt. In that case s/he would need to do a mount -u C before proceeding.
There is no correct solution. It is a design decision.
