Did you disable the onboard floppy controller through jumpers? This could be two controllers trying to hook the same ports/IRQs

Yep, I put it to secondary, put both jumpers on the card to primary. Also the hdd controller on the motherboard is on secondary too.

Try disabling it entirely. I think removing the jumper would do the trick. If the onboard FDD controller is working, try setting it to primary, then removing the jumper on the Maxtor.
Nada. keeps booting to packard bell same old start up. I'll keep messing with jumpers.

If I wait a few minutes on the start up screen, it will beep and say fixed disk controller failure press f1 to continue f2 for setup. f1 says no boot device available, f2 enters start up. Should I put HDD 1 to not installed?

Maybe that machine is too proprietary and other controllers wouldnt be accepted by the pakard bell bios.. So i would trying to solder an new IDE IDC part on the motherboard.. Or look for someone with very high solder skills.

I feel I've made a discovery: The maxtor card seems to be awfully similar to the "acculogic" card for sale on VCM by minnesotatv. I'll do some more research later about these cards.

maybe. can you load DOS from a disk and get access to the hard drive that way? if so maybe its just not a bootable type card.
I've had odd experiences, especially with Packard Bells. sometimes even though everything SHOULD work it just doesn't. I've had hard drive controllers that work fine on other systems but for reasons beyond explanation refuse to work on a packard bell. have you tried a different hard drive by chance?
again, if all else fails with IDE you can always try SCSI. The controller cards are a dime a dozen but the SCSI hdd can be more expensive and harder to find then IDE.
I will try a diff. hdd. I have one I can pull from a broken original xbox.

Also I will try to load DOS however it says diskette drive 0 failure, diskette drive 1 failure. I will try messing with it some more.

I am concerned. I think XBox may used locked to the device hard drives.
Wel the hdd says seagate and looks like any other ide drive from a regular pc. The only problem is that its 8 or 10 gb and I don't know how that would work out in an older bios.

I've used 10+gb drives in 486's before. They worked but were detected as 500ish Mb drives. Your results may vary. So your floppy controller is dead to or you trying to use the one on the IDE controller?
Nah, I think i plugged the fdd cable in wrong. The light is always on.
