If you underclock the CPU you should also be able to lower the voltage. I suppose if you switch speed often this might become a hassle so you could just leave it at stock voltage. I don't know how low you could go, you'd have to try.
As for K6-3+: There is a German seller which ships worldwide: http://www.ebay.de/itm//201338393040 (ATZ model, already mentioned that one several times in the past). Don't know what the shipping cost will be and if that's in your budget. It is surely nice to be able to use a 2x multiplier and to use 400MHz@1.6V.
