I'm going to assume at this point that it was a resolution problem,
that it was more like 320x200 instead of 320x240, which would have given a proper 4:3 screen ratio.
The DOS version didn't use VGA, but MCGA in either 320x200 (256c) or 640x480 (mono, 4:3).
- Problem is, MCGA wasn't very flexible. A little bit like CGA, it had pre-defined palettes and resolutions.
If SimCity Classic did support proper VGA, 640x480 in 16 colours would have been possible.
Or even higher, if tweaked (albeit unsafe in terms of monitor compatibility). 😀
