TMS340x0 chips aren't VGA compatible.
And I can't see any VGA chipset on that board, obviously VGA compatiblity is provided via optional daughterboard.
So, as already stated - install that #9 card along with some VGA, connect two monitors, install #9 software/drivers, and enjoy TIGADEMO, Windows 3.1, Autocad, and so on...
