Not knowing what else to do I tried to short it again and it short-circuited something in the PSU. Even the PSU fans wouldn't start up until after I waited for the capacitor to discharge. I am not trying that again, stupid idea to begin with. Anyways after discharging it and plugging it back in I just get 0A08 again as before, though I can confirm it was getting far enough to beep about the memory error before I started messing with the cache settings. Changing them back to how they were before doesn't seem to have helped anything though. I'll try brand new jumpers in the morning.
