anyone can recommend a specific PSU for my system? its seems very hard to find something that suitable. Found this, is it enough?

Yes, if it's still in good shape and hasn't been abused too much, that Corsair should be very good and it can provide enough current (24/30) on the 3.3V + 5V rails (with a max combined wattage of 170W).
I think the TX650 was made by Seasonic, so quality would've been top notch when it was first released (probably 10 - 15 years ago?).

Personally I haven't had any contact with "Ace" brand and I believe it's not among the premium brands.
Overall I suggest to check the condition of electrolytic caps inside before you'll hook it up to your motherboard.

i checked inside recently and all capacitors looks good atleast with my eyes, question is: 28 enough on the v5 rail?

28 amps on the 5V rail of a good quality brand (like Corsair, Seasonic, etc): yes, should be enough.
28 amps on the 5V rail of an.... "Ace" PSU: there's no guarantee that those 28 Amps are actually real, so it might or might not work short term, but I would definitely avoid using it for an extended period of time.

seems my motherboard aint working found this cheap online, would it be sufficient? seems kinda budget to me, i dont care about overclocking just that its stable
