This is a controller for the sequence of power supply to various components of the motherboard, which, among other things, turns on / off the PSU.
It is powered by +5V standby voltage.
If the Power Supply goes crazy, then it usually greatly overvoltage the standby power to + 6 ... 10V.
From this IT8282 burns out. The motherboard usually does not turn on.
