The thing is I don't know if it actually scales the image or "signals" the computer that a monitor with a certain resolution is connected. Either way the end result is as you describe.
I capture in Recentral and then produce in PowerDirector 13. Here you can adjust aspect ratio in case you have a 16:19 1920 x 1080 recording of 4:3 material. 4:3 videos I render at 1440 x 1080 and 16:9 videos at 1920 x 1080. Sometimes I render in 4K for no reason apart that it has the option so why not use it. But it doesn't do 4K AND 60 fps which is a bit of a shame.
Also the card doesn't do 1600 x 1200 or 1920 x 1200 which is annoying because then you're stuck with 1024 x 768 for old games or 5:4 ratio at 1280 x 1024 but here the Game Broadcaster does 50 fps max.
I'm still always tempted to get the DVI2PCIe but the price just scares me.

Is anyone using this card?
And this one seems new: http://www.startech.com/AV/Converters/Video/u … i-vga~USB3HDCAP
I wonder who makes this product. It uses the capture software StreamCatcher:
Manual page 9: http://sgcdn.startech.com/005329/media/sets/U … l/USB3HDCAP.pdf
The manual mentions 4:3 support but not what resolutions.

This one seems interesting as well. But who sells it here?
There is also a new USB 3.0 product from epiphan: http://www.epiphan.com/products/dvi2usb-3-0/
A bit cheaper than the DVI2PCIe
