Can you bridge the power button pins? see if it starts? don't reflow with hair drier , not worth the risk.

did you try manual fsb+volt setting ? see manual http://dlcdnet.asus.com/pub/ASUS/mb/sock370/8 … /tusl2c-104.pdf

did you reposition the CPU? clear the cmos? (with no cpu in) , plug new 3v bat?

did you clean with contact cleaner or acetone the traces in photo? did you check the continuity of the traces?

I rather soak the board in WD40 than water, but it's your choice I have multiple laptop problems I am unable to fix.(these days). - Desktops seem a breeze compared.

Soak the board in wd40 it would mean to buy plenty of them.
Also wd40 is different from plain ipa? I mean wd40 there are several products with that brand...

WD40 stock is for corrosion cleaning and lubrifying . and WD40 silicone is for shine+protecting against humidity and future degradation. alcohol only partially cleans the parts/board , its ok but not doing anything against corrosion or stuck dust under chips(IC's).
