Nothing wrong, as mentioned, SATA II (SATA300 series) cards don't have Win98 drivers. This is basically DOS compatibility mode.
Same SSD on same configuration except using Via VT6421A SATA card goes up to 90 MB/s.

I prefer SATA drives, mostly because there's less noise. And because it's questionable how much life these old IDE drives have in them. I have 7-8 of them. HDDs I pulled out of old XBox' are in best condition for some reason. Only downside is only 10 GB capacity. Unless you connect them on 486, then in most cases that's too much 🤣.

It doesn’t feel slow though, in fact it feels pretty snappy…

I think I downloaded it from Philc's site. Didn't actually paid attention to version 🤔.
I wouldn't be surprised if your numbers are due to better CPU, while test is running computer is basically frozen. It's all on CPU and my P233 can't do it faster.
Yesterday I tried to use SATA150 TX4 drivers and mod them so it would install on SATA300 TX4. Well, it ended up as expected. Today I have to reinstall Win98 🤣.
