So my Ti 4600's fan is making that tell tale grinding noise, the fan still spins for now but its on its last leg, what is a good replacement that yall have maybe found or a good replacement HSF, though I would prefer to keep the cooler as I love the look of the Geforce 4 Ti cooler

I have replaced the stock cooler on my Ti4200 with a DeepCool V65 and it's working great. Here's a picture.

It cools the card much more efficiently thanks mostly to the larger fan size and better heatsink design.

I personally prefer silence over appearance, so I use Thermaltake 1919 Giant III with one (biggest, not "blower") fan on 5V https://www.techpowerup.com/review/thermaltake-giant-3/, but for a more original look I also stock Thermaltake G4 https://www.newegg.com/2-tone-thermaltake-g4- … N82E16835116008, not long ago they have been on sale here, where I live.

If appearance is paramount, and your GeForce 4 has this style of cooler, there are Chinese vendors that sell these on Ebay ( "NVIDIA GeForce Ti4600 QUADRO 900 980 XGL Video Card Cooler Cooling Fan 80mm F14" ). You could take the top plate that has the graphics off the one you have and put it on this one.
