Those games are finicky. I've had this issue with a Geforce 2 and then it resolved after an OS reinstall (which likely wasn't the issue because I might have used different drivers between installs and possible different DirectX versions too). I know that's not very helpful, but if the card works fine for other stuff, you probably have some software issue, so start experimenting. Also, if you can, use Windows XP.

From what I remember, Thief 2 doesn't like Nvidia drivers higher than 45.23 under Win9x.

However, this tweak should be able to solve the issue.

It's a Thief 2 configuration file, and it can be found inside the folder where that game is installed.
