I have this socket 7 board, San Li SL-586V. Is working just fine with a Pentium 166 but the front panel headers don't work at all.
No HDD led
No power led
No reset button
No speaker
Double checked out it could be polarity (turning the connector around doesn't work).

I've tested the LEDs and stuff on other motherboards and they work just fine ( it's a loose bundle of cables for testing purposes).
The board is properly connected to the backplate of my test bench, no grounding issues.

Could this be a quick fix?
I'm gonna sell the board, so I'm not going to put lots of time into it...

Stuck at 10MHz...

Could be a polarity issue on LEDs but reset has no polarity. From the board picture is does appear that the silkscreen tries to identify pinout.
My guess is pins at edge of board are 9-18. In other words: the pins are not numbered as standard (one side odd, other even)
here is a quick picture of what I think (probably wrong but try it). Just a quick 5 minute look....
