According to the post, Gpv24.exe works from here:

Not me.
gpv24.exe did not work. I think this one is not serial.
win91c.exe did not work. Not serial?
d20925.zip did not work. Not serial?
d75949.zip missing cab file inside. I subsituted it from gp98, it got the file it was missing, but yellow exclammation point, code 24.
So far only the driver at the link in OP worked, if partially. Kind of bizarre. Then again, it was probably Windows 95 I was using it with before back in the day, on my old 486. Maybe some or most of these drivers just don't work on Windows 98. I did not try the DOS drivers.
Maybe I'll come back and retest these if I run a copy of Windows 95 on this machine, or Windows 3.x...
I did check out the control panels that came with the drivers, I didn't spot anything about absolute positioning, which is what I was seeking anyway. So maybe it's not actually worth getting it to work.
I had another idea... Some of these drivers have very different structure, but some have similar. Maybe I can mix and match some files to make a franken-driver? A long shot but I'll give the files a closer look.
And another idea I have is perhaps unplugging the primary PS/2 (optical) mouse (no specific driver, just default PS/2 mouse driver), to see if there's some kind of conflict. I was trying to avoid doing that, for obvious usability reasons.
