If the voltage between the base and emitter of a bipolar transistor exceeds 1 Volt, then it was broken.
First measure the schematic drawing, the pins are shown exactly on top of the motherboard.

That goes to several places on the board.

Only the Celeron Mendocino has an active consumption of 2.5 V.
In this processor, the IOs are powered by it.
Coppermine and Tualatin are a pair of synchronization inputs and the corresponding clockgen outputs.
On the CUBX, Asus did not even buffer the 2,5V controller output with a transistor

They all read within the range of your image.

unfortunately the BOM doesn't have the value of that cap, but it should have markings somewhere on it.

It seems to me that you measured not the terminal of the capacitor, but its "metal body".
For clarity, the last measurement is the pad of the unsoldered 2.5V capacitor for the clock generator.

OK, wasn't sure. Yes, I did try that previously, set the jumper for manual and tried a few times.

I really appreciate your help, I know it must be difficult to remotely try and assist. It's just a mystery at this point...

I am assuming you're using the known good ram and cpu from the other board, and each slot, at 66 fsb and memory.

Unless you can find a short cap somewhere around the memory, or chipset, it's time for a post card.

I had previously read the case of the cap rather than the pad, since then, I verified the voltage from accessing the rear case 2.5v.

Yeah, I think you are correct, time for a post card... At least I made an effort. 😀. Much thanks to Vogons members like yourself to help me on my journey.

I will keep the board around as a reference, even an extra BIOS.
