Thanks OP for the modded DLL.
Using the Build 17134 version with UT2004 in Windows 10 2004 19041.
The only weird thing I've noticed is that Nvidia's drivers cannot force V-Sync in UT2004. This isn't really a problem, because UT2004 has its own V-Sync setting, but it's still strange and could potentially be a problem if anyone wanted to use one of Nvidia's V-Sync variants (adaptive etc.).

Just use this for UT2004 (it doesn't have any pixel shader so dgVoodoo is not needed) if you want d3d9-compliance level (so the NVidia forced features can work): https://github.com/crosire/d3d8to9/releases

Well... This seems to have fixed itself for my intel Pentium Silver (Apollo Lake) integrated graphics netbook thing, with drivers dated March 2021 (or earlier ones, I don't update my netbook display drivers regularly!). SimCity 3000 now works flawlessly full screen!

Hey, anyone tried the latest DLL on Win11 24H2? Works on Win11 23H2 at least.

Can anyone check if forcing VSync on/off through NVIDIA drivers with this DLL works for them? And tell the Windows version, driver version and GPU. Seems to not work on Win11 23H2 / 546.29 / GeForce GTX 750 Ti. Works for D3D9 though. If D3D8 game has the means to control VSync, lack of driver side forcing shouldn't be a problem as game side control seems to work.
