I have this exact part at home. It's definitely video RAM upgrade.
Integrated video card with expandable memory (via daughterboard), with daughterboard installed. Possibly ATI Rage.
In fact it's a cirrus logic integrated (the video chip is left to the expansion memory module)
This eBay auction for a Compaq Cirrus Logic VGA card seems to have a similar daughterboard:

Just to add some "finality" to the memory card opinion, here's mine. Seems to be the identical board, but different part number.
