I would choose Radeon 9600 Pro.

About the socket 478 SIS 651 board - I have the Aopen MX46 that works no problem in Win98. But the installed USB driver actually disables the onboard USB 2.0 controller in Win98, and looks like it's intentional, pobably because the chipset doesn't support USB 2.0 in Win98. So it's USB 1.1 only. If your board doesn't do the same, that might be the reason it gave you problems.

I am using NUSB. It works, but the USB ports only function at USB 1.1 speeds. The USB 2.0 device is listed separately in Device Manager, and I had no luck trying to get it working under Windows 98.

As I have most if not all of socket 462 boards manufactured by Abit I can tell you that starting with the boards equipped with VIA KT400 chipset and all nvidia based boards have the 4 pin 12V power connector and they are working as intended - that means than even with Athlon XP 2800 installed all boards are running just fine with PSU that have weak 5V rails - 20A for example!
If you plan of using Windows 98 in a small form factor I would recommend Abit KV7 with VIA KT600 chipset that ticks all the boxes IMHO:
1. supports all socket 462 CPU,
2. has the 4 pin 12V power connector,
3. is smaller than standard ATX but not quite mATX,
4. has 5 PCI slots if you plan on using a dedicated sound card and some other PCI devices,
5. easy and cheap to find,
6.chipset with integrated SATA and not using third party
7. compatible with late AGP video cards such as geforce 6800 ultra - the last nvidia card with native windows 98 drivers,
8. compatible with early AGP video cards such as riva tnt2 ultra,
9. USB2.0 and not the slower 1.1
10. it's an ABIT 😀

Depends on what you need. If you need 3.3V AGP for example, KT333 is your best bet. Otherwise KT600 is a rock solid platform.

Which is useless, because VIA VT8237 has bug with SATA2 or SATA3 drives.
