the names are descent2.iso and descent2.bin, minding case.

and there are a few versions of the instructions, some say -t iso and others say -t cdrom, and some say to include -fs iso and some don't. But as you can see, I tried all possible combinations.

edit: is there a way I can check if the cue file is referencing the correct bin file?

please post the contents of the cue file. You are confusing me with the descent2.iso - where does that come from? If the bin file referenced in the cue is written the same way and case as written in the cue, no path in the cue and cue and bin files in the same folder it should work.

Doesn't look to me like a standard cue sheet en.m.wikipedia.org/wiki/Cue_sheet_(computing)#section_4

Okay, I got it to work. I was using cdrdao which was making a .toc file instead of a .cue file. I used toc2cue to convert it, and mounting worked. I've installed Descent II, but there's one problem: the redbook audio is white noise. This has something to do with cdrdao I think. As far as this thread is concerned, problem solved.

glad you got it to work. Unfortunately it seems like the *nix tools aren't that good at creating bin/cue images. So far I've had to resolve running Alcohol 120% in a Windows VM to get proper images 🙁

The noise thing might be a byte-order related issue. See the following page for solving that, if you agree to re-rip the contents from the original CD:
http://www.dosbox.com/wiki/Cuesheet

As an alternative, if you don't wish to touch the CD again, you *might* be able to externally mount the bin+cue (or bin+toc) as a virtual drive with cdemu, and then re-rip with cdrdao to swap the byte order (from the drive mounted by cdemu). I'm unsure it's better than re-ripping from the CD itself, though.
