Heya,

I noticed the PCI versions have the soldering points on the PCB for the missing DVI port. If someone just soldered a DVI connection on there would it work?

Not really. The reason is that not only the DVI port is missing on the V5 PCI from your picture but also the Silion Image chip and related SMDs next to it. See bellow the pictures of V5 MAC and the V5 PCI to notice the differences from a HW perspective:

There were some OEM V5 PCI cards with Silicon Image and SMDs without the DVI connector but those aren't too common.

The BIOS is the last piece to make the DVI-D work and the appropriate version you can find here:
