[EDIT] There used to request a hotfix be put back online temporarily by Microsoft. It's possibly still a feature alive and buried within their support system, but it probably got axed when they changed how the Knowledge Base worked and obsoleted several products. The last time I tried that was in 2015 and it was still working then. Anyhow, I pinged their end-user support.

The torrent I looked at was a "repack" and it appeared as though it was part of the pirate distribution and not something included with the retail game, so I didn't even consider buying it.

This is useful for installing just the VC-1 codec as a dependency on 64-bit systems such as Windows 2003 R2 without the need to also install a full Windows Media Player. It's dated newer than Windows Media Player 11 and doesn't require the user to install security updates in addition to replacing the system's media player to satisfy a single codec.
In this case, I was resolving a dependency for some software that required a VC-1 codec. I include notes on dependencies for software that I catalog in my collection as well as any associated updates. Including just this codec is very convenient instead of having to include all of Windows Media Player and its associated security updates-- which would be specific to the each target operating system; making things very complicated for archival.

This is actually an older version of the Windows Media Format 11 runtime (v6.0.5489.0) which was included with the WMF 11 SDK. There is a newer wmfdist11-64.exe (v6.1.22.4).
Because these are complete runtime redistributables and not just a codec, they have since had several accompanying OS-specific security updates including KB975558, KB2834904, and KB3067903 (and possibly others).
WindowsMedia-KB942423-x64-INTL.exe is great if all you want is the VC-1 codec!
