Not too sure about 3.x specifically, but as for DOS you have a few choices. Question is whether you have a PC/PCI connector on your motherboard.

If so, you have a wide range of choices, with the Yamaha XG (744-based) cards probably being the best bet.

If not (more likely) you need a card that does some trickery in a TSR driver. In that case, look for things like the Aureal Vortex, Ensoniq ES137x (SB PCI 16/64/128) or ESS Solo-1 chipsets.

ESS Solo-1 is a good option.

I had that running for a bit on windows 3.1

Sb live doesn't have drivers for windows 3.1

I think the original Ensoniq AudioPCI 1370 have W3x drivers available, though not the 1371 and later (i.e. SBPCI128)

"SB-Link" is Creative's name for it. As Soundblaster is a trademark, the rest of the industry called it PC/PCI.

Given that Creative themselves stopped using their SB-Link almost as soon as the introduced it, I'm using the far commoner name used by vendors who did keep implementing it for at least a short period.
