1999, can't certainly say which card exactly would have been the first one, but some ATi cards from that era started popping up with DVI

I had a crappy 16mb AGP 2x card with just DVI
It only worked in one of my boards.
Very buggy, scaled resolutions wrong and failed in a few months.
There were cards with digital out before 99 it was called DFP, there are adapters tho. DVI strictly speaking as said above
