Not sure about this NX requirement but a Pentium 4-M 1.2GHz should be as slow as you can go and with the lowest wattage. But why do you even want to run in on the slowest processor anyhow? You're better off buying the K class like i7-7700K and then underclock it down to 800MHz so that it uses the least amount of energy on 4 cores. 😀 Done it. Any particular reasoning? W10 is not huge improvement over W7 except it includes DX12. If you hang onto W7 longer you'll make W7 the 64 bit version of XP that won't die.

My bet is on the Intel Atom 230:

Looks like the Pentium 4 631 is around 50% faster than the Atom 230:

Edit. The video above says it is a Pentium 4 511.
