Got back in touch with Mr. Bennett of SciTech, he had this to say:
"We gave up on the project of building a VDM driver that would allow DOS
games to run under Windows 2000/XP. We discovered that there are basic
compatibility problems with very simple DOS extended (ie: non-graphic)
applications such they themselves will not even run. We were not able to
get even Doom or Quake to run in a Windows 2000/XP DOS box using regular
VGA graphics, so at that point we gave up."
Hm. Not sure how hard they actually tried.

You could probably track down SciTech's thoughts on actual implementation, their programmers post on USENET often.
