Not yet. Not only is mature PowerPC Macintosh emulation that is low-level enough to handle things like graphics card emulation still in its infancy (to keep an eye on: DingusPPC, MAME) but also... video card emulation of something that supported QuickDraw 3D RAVE has also not yet been done.

Early RAVE games usually run on some kind of ATI Rage chip set-the Rage II, Rage IIc, and Rage Pro... to the best of my knowledge, no one emulates these yet... Also, I am not sure what the complete list of cards with QuickDraw 3D RAVE drivers were... but if it includes a chip that's been emulated at a reasonably low level (ie. Voodoo series), then perhaps it is possible to glue it in once the PowerPC Mac emulation is mature.

BTW, I seem to recall a really old VOGONS discussion that QuickDraw 3D RAVE is not the same as QuickDraw 3D, and therefore the Quesa project couldn't easily become a wrapper for QuickDraw 3D RAVE. but I don't recall where it happened.

I think the same. Reminds me of the Gerbils demo and Apple's accelerator card.
Both supported plain Quick Draw 3D, not RAVE (as they predated it).

Edit: I remember Quick Draw 3D from VRML era of the 90s.
There used to be some talk going on about virtual reality, the web and graphics accelerators.
Unfortunately, little is available online, as it seems.
Lots of discussions happened via magazines, books etc.
