Doesn't Outlook Express have an option to EXPORT everything? I am not sure but it should have one. Maybe under some Tools menu. Then you should import all settings back from the new operating system.
On the other hand, I strongly advise you using another email client but it could be a pain in the ass to interchange settings and such.

File -> Export -> Address Book...
and
File -> Export -> Messages...
What i'd do, is just zip up your entire application data folder incase anything goes wrong.
or better yet image the entire computer before upgrading.
If that computer came with Windows ME and it hasn't been upgraded since then XP will most likely not run very well on it.
