It's a decently nice P4 AGP Intel board, with four largeish caps right next to CPU suffering from rupture.

The other caps seem OK.

I've read a lot about p4 board suffering from cap problems, should I just go ahead and plan on replace all of them at once?

Yes, even if the old caps look ok its likely they wont last long once the angry pixies hit them and even if they do there isn't any way to be certain how stable the system will be with old dodgy caps in there. (Better safe than sorry with a capacitor plague era board)
