I installed in 98SE in a Vm and it appears to at least load.

Anyone used this?

I installed it on a live 98se machine and it only binds to the dial up adapter, can't figure out how to bind it to any other interface.

It installs and binds fine to the NIC for me. It calls itself "Network Capture Packet Driver for NDIS adapter v1.0" suggesting its a driver for some packet capture software. The DLLs don't have any useful metadata to suggest what that software may be or who made it though.
