Got this ISA OPL soundcard today - the chipset is a Crystal CS4231A-KL / Opti 82C924 + LS212 OPL-chip (probably a Yamaha clone?)
Unfortunately I wasn't able to find matching drivers/software for DOS + Windows 3.1 - any hint?

Building my own PCs since 1991 - for my retro builds it's "no CF-disks, no Floppy emulators, no modern cases etc.", only the real and authentic stuff whenever possible.

Not great, not terrible. I was hoping for something like a P3, but it's a P4 system: P4B266-C, one gig of PC2100, no onboard network so a NIC, an Nvidia USB 2.0 card (I just found that one of these reduced my 3D Mark 2001 score by several hundred points in another P4 system) a 16 megabyte TNT 2 M64, and an SB0100 Live 5.1 card. It has a couple of obviously bad caps, usually not that serious, but this board won't POST. When you flip the power supply switch the green power LED comes on, but nothing happens when you hit the power switch. I swapped in a known good PSU, but no change. I'll keep working on it of course. The case is definitely nothing special, and it is crunched on one of the top corners.

That air blower you have looks similar to the one I use. I was carrying around an air compressor for years and that handheld unit pumps plenty of air out for my needs and none of the weight. Love the thing.

Stupid question did you verify the front panel wiring or try using a screwdriver to jump the power switch pins?

I started by moving the reset switch to the power position, then tried a screwdriver to ground the posts, but still nothing.

I worked at a company as a copy machine repairman for a few years and they were standard company issue, so I had one I could use whenever I needed to clean out a dusty computer. After I quit that job, I realized I had to have one, and I bought one from Amazon.

I need to.get me one of those dusters I'm currently using my electric leaf blower. It does a great job it's just a bit big and awkward for some of the smaller cases.

It turns out the refusal to power on is either a quirk of, or by design, with the removable IDE drive drive setup. I unplugged all of the drive cables and replaced the CMOS battery and it POSTed! I plugged the IDE cable for the drive box back in (which had no drive or drive caddy in it) and it again wouldn't do anything more than barely bump the CPU fan when you hit the power button. I put a drive in it, and all is normal. Having never seen or dealt with removable IDE drive system before, I had no idea. The older woman I bought it from apparently didn't know either.

I've seen this sort of thing before, but this is more extreme than usual. So again I'm left wondering what exactly is going on with these prices? Did someone make a currency conversion mistake?

I found some drivers under http://www.vogonsdrivers.com/dosearch.php?q=crystal but for DOS it starts from "CS4232" upwards, but noting for the "CS4231"
and auntie "oogle" is also not very helpful on this specific matter 😉

It was a semi rant because I'm tired of it.
Just yesterday I got a few things shipped in a shoebox, no padding, just some bubble wrapping (just a around), everything free to move. One item was broken.
Seller said that it's just fair for what I paid shipping........

Since this seller is a SCUMbag, and seems to care only for the money, and not for his customers, leave him a negative rating, so he will learn these fuckers... When i sell something i use multiple stuff to protect the parts like paper wrap, bubble wrap and others... Some imes i use to put the stuff that are in a box in another box for extra care. And ofc the things to be like glued inside and not moving is a must... Never got a complain from customers, that the thing that did ship to them, was broken or something...

Ebay is full of idiots that are not real salesman, they are just some mongrels "sellers" that dont know how to treat their customers, that make them money, that behaviour and boxing of the items is totally unacceptable. Some of these SCUMbag of "sellers" may improve their relationship with their customers, like to box and ship properly the fucking things, that some ppl pay arm and leg for it, and even give presents and stuff, that will make the customers feel even better.. But guess not everyone is suited to be a seller...
