I've been using Jasc Animation Shop v2 and v3 for years, to work with FLI files.
Cruise by Diskman Presents: filled with geektastic classic gaming goodness!
The original software for those formats is Autodesk Animator and 3D Studio.

There also was a powerful "Pro" version of Autodesk Animator..
The old 3D Studio was cool, too. Not 3D Max, I mean.

Hello a little bit offtopic, your help makes possible of translation to english.
The game 3D Hero now have English translation about 95% is translated. Can't do more =)

after installing Chinese version
copy content from my archive to directory where you installed the game, overwrite files.
This is final translation, further can be only a reconstruction to make full cd-rom version. (will not do it my self)

the next plans is TAO.
Aseprite is also able to open and save fli and flc files
