That card uses the NCR 400A where many (Rancho RT1000, ValueStor, etc) used the 400 and a BIOS. I have a few with NCR400 based and some drivers but need to check my archive drives to see if I have the 400A drivers.
IIRC It is a memory mapped/ PIO software driven scsi card used for CDROMS and scanners but with proper CAM/aspi driver might support certain hard drives.
What do you want to do with it in your Tandy ?

One problem is that is not a DTC-3153, is a 3151 according to the FCC ID thru Domex Technology Corporation. Without the jumpers like the other DTC 315x models (one was used with the Media Vision Reno external drive) there is no way to set the IRQ and Port so may be very difficult to get to work on a PC. My guess is they used the PAL's to set IRQ and Port instead of jumpers so would have possibly a limited IRQ/Port set.
Did find the "dtc_292.exe" but think it is only for the 3153 but never know. Attached below. Also attached as you probably found is the MV Reno card DTC 3153 card jumper layout.

the oemsetup.inf file in dtc_292.exe mentions DTC3151x, so probably worth a try

Yes and in the \DOS directory the readme says: "AS80DOS.SYS: DTC-3X5X/3X8X ASPI Manager for DOS" and
"Supports any DTC-3x8x/3x5x adapter with or without BIOS, Memory-mapped OR I/O-Mapped."
added: If the dtc_292 driver does not work then try the HP C2502 scsi scanner driver, uses same NCR chip + PALS and no jumpers/bios. is on Disk 1 of this: https://ftp.psu.ac.th/pub/hp/scanner/sj120en.exe
If the ASPI driver works I would try a later cd driver version for CDROMS because the CDDOS.SYS in dtc_292 only supports a limited number of scsi cdroms....
Adaptecs ASPICD.SYS or Symbios SYMCD.SYS, one of them should work ...maybe.

A bit of googling suggests it might be a Microtek MS-PNR ISA SCSI scanner adapter board or at least be based on a very similar design .

To be clear, I don't think OP's card is likely to be a Microtek provided one because of the IDC 50-pin header (useless for scanners), just a very similar one based on a similar design .

Asides from labels, some silkscreening and the IDC connector being populated or not, the cards are pretty much identical.

I'm going to guess that the design was likely some kind of reference one that was adopted by more than one manufacturer and slightly customized to spec.

Agree ! Am wondering what OEM's used the DTC card that wanted the jumperless card with internal connector that DTC put their logo on ....
