Both are copy protected. You load the software from the blue disk and use the black disk to take and report your testing. Data is saved and tracked on the blue disk according to chapters in a book, and it includes features such as a glossary, explanation of why you got an answer wrong, and a graph to track your progress. My guess is that this is some kind of companion software for a book.

It's pretty cool. In the future, surely we will all be doing exam prep by floppy disk.
