Have a TI 4200 powered Win98 machine that i'm running to a 1080p monitor. The monitor, even when set to aspect mode stretches 4:3 top and bottom to fill the 1080 vertical resolution. I know in the past I could work around this with scaling options but with my current build the drivers I tried didn't have it. Does anyone know what versions had it?
Are you using the card on VGA or DVI?
There are no Win98 nVIDIA drivers with scaling options and, either way, you will want to use drivers 45.23 (or my personal recommendation: 30.82) for best results in terms of speed and game compatibility.
If you are using the card's VGA output, then most monitors that have a VGA input should have an adjustable aspect ratio in their menu. And some monitors have a very good upscaling engine that gives you a sharp image even without having the option of integer scaling.
