Howdy.

I have a Stellite 1805-S203 laptop which I would like to use to record games through tvout. I was thinking to use it in DOS as well, for more demanding titles like build engine. The problem is that this ALi sound card is stiffed to irq11. Is there any chance to change it?
No chances with BIOS... There's no option to change it.

There should be no problem when using win98(se) because it "emulates" the SB16 regardless what irq your card has within windows.
If you want to play duke3d/shadow-warrior/rott keep in mind that there are excellent win9x-engines to run them native within windows.
So there is no need to run them in dos at all. e.g. http://www.jonof.id.au

Yes, but you're missing the point. Programs using DOS/4GW extender can't handle IRQ higher than 7 and it isn't obviously limited to Build-based games.

Besides, the audio hardware appears to be PCI based, which would require a TSR in pure DOS or MS-DOS mode.

That's the point... This one is set to PCI Bus IRQ11.
