When I try to install the drivers for the 3dfx Voodoo 2 on my VM, Windows 98 says that it already has the correct drivers installed. I had the Voodoo 2 enabled when I installed Win98SE so is this true?

Then look if your voodoo is listed under sound, video and game controllers:
The screenshot in the above post shows all the necessary info, the "Display Properties" dialog has a tab specific for the Voodoo2 where the screen refresh rate and gamma can be adjusted. That tab also has the "System Info" button to verify the status of the Voodoo2 card(s).
