What does it mean? If I type, say, "dir ~" it just treats it like a regular "~".

if you don't know what it means that you don't use it 😉
Seriously. It are linux abbriaviations used in the linux shell a lot. Now they work inside dosbox as well. (only if you are on linux).

it's not totally correct.
I think it works on all oses except for 2 : os2 and windows.
So for all the other oses it works. 2 small exceptions don't really count do they 😉
