Owning both versions (PC German, PS1 German) these are the differences:

tl:dr:
PC version is the better one, high-quality audio & visuals. (backgrounds, FMVs)

PS1 is easier to get running, low-quality audio, compression on visuals. (backgrounds, FMVs)

PS1 got lower audio quality ingame (all sound effects).
FMV sequences sound like they have the same audio quality (luckily, as that would have destroyed the games atmosphere completely), except the transitions in the Options menu.

PS1 got more .jpg-like artifacts on every animated background, especially on the reds. Some effects are missing (i.e. heat wobble near Lava).
Same for FMVs, reds are horribly compressed. Overall worse quality than PC.

Upside: Easier to get running thanks to Duckstation. Duckstation supports all of the current modern controllers like X-BOX Series X or PS4/5, etc.
Easy to stream/record YouTube videos with.

Downside: Overall audio and video / animated backgrounds compression slightly kill the atmosphere ingame.

PC high quality audio for FMVs and ingame.

PC backgrounds do not have any .jpg-like artifacts compared to PS1, FMVs are in excellent quality too.

Downside nowadays: Has a graphical glitch in FMVs which lasts for 1 frame, where the current frame looks grey.

Upside nowadays: Can easily be run with dgVoodoo2 (integer scaling, perfectly sharp) and even supports modern controllers like X-BOX Series X or PS4/5.
However, requires the user to know how to set dgVoodoo2 up.
Might cause issues when alt-tabbing (streaming / recording for YouTube).
