Yeah, Germany loves to dub everything, including movies and games. I speak the language fluently, so this isn't a huge issue for me, but the censorship is another matter entirely. Things can get pretty crazy in that regard.
The only games which I wholeheartedly recommend getting in German are the ones that were made by German developers. Those aren't censored in any way, the German voice overs are usually excellent, and some of the local humor can get lost in the translation to English. As an example, I greatly prefer playing the Gothic and Risen games in German. It just feels right.
